This position is designated as safety-sensitive. As such, a pre‑employment physical examination and drug screening are mandatory. The incumbent will also be subject to random drug and alcohol testing throughout the duration of employment. Enforces all of the City of Gainesville Code of Ordinances; Maintains and enforces zoning regulations, housing and property maintenance codes, building and general nuisance ordinances and provides specialized support services to the public regarding local zoning regulations and other ordinances. Serves as a legal enforcement arm for the City to ensure all ordinances adopted by the City Council are implemented and enforced. THIS POSTING IS ONLY FOR INDIVIDUALS WITH A POST CERTIFIED GEORGIA BASIC LAW ENFORCEMENT PBLE NUMBER Responsibilities Responsible for compliance with all departmental policies and procedures as well as enforcing State and local laws and City ordinances, concentrating on housing and zoning ordinances, illegal signs, tampering with public utilities, hazardous wastes and public nuisances. Monitors the display of prohibited/illegal signage and effects the removal thereof. Writes reports on various calls, enters daily violations on the violation log, documents and investigates citizen complaints and determines the appropriate action(s) to take as allowed by state law and City ordinances. Performs inspections and acts upon complaints received by the public and assures that businesses are operated according to city and state laws and regulations. Issues citations and stop work orders as necessary. Works in both uniform and plain clothes to perform patrol and assists with undercover compliance operations to discover violations. Apprehends or cites suspects when violations are found; prepares necessary documentation and evidence relating to violations, presents cases to proper jurisdiction, and carries out verdicts pertaining to violators. Educates the public who are found in violation of the laws. Provides law enforcement support at special events as necessary. Assists other law enforcement agencies as needed. Makes inspections of dwelling units within the City for compliance with the minimum housing and property maintenance code; notifies owners of code violations and pursues corrections; initiates formal charges against violators and presents cases and testifies in Municipal Court. Performs group and community meetings to provide education on the City Code of Ordinances. Assists in the preparation and processing of daily bank deposits. Operates City vehicles and other equipment in a safe manner and ensures they are maintained in a safe and mechanically sound condition. Provides general assistance to other City departments such as Public Works, Police, Fire and Public Utilities. Performs other related duties as required. Education and Experience High School Diploma or G.E.D. 3 to 5 years of experience involving a high level of public contact including some experience dealing with the public in an enforcement, inspection, investigation, or customer service capacity. Experience that includes the enforcement of municipal codes is highly desirable. 8 to 10 years of time and service will be highly regarded and preferred. Bilingual (English/Spanish) highly desirable. Any equivalent combination of education and experience to meet the above stated qualifications. Licenses and Certifications Georgia Peace Officer Standards and Training (POST) Basic Law Enforcement Certification PBLE # required. Valid Class C Driver’s License and a satisfactory Motor Vehicle Record (MVR). Knowledge, Skills, and Abilities Knowledge of state and local laws relating to arrest, evidence preparation, and keeping and property seizure. Knowledge of the procedures and techniques involved in investigations. Knowledge of city and county geography and the location of all roads and streets. Knowledge of Department rules and regulations. Knowledge of the proper use of radio procedures. Ability to analyze situations quickly and effectively and to determine the proper course of action. Ability to cope with situations firmly, tactfully, courteously, and with respect for the rights of others. Ability to communicate clearly and effectively, both orally and in writing. Skill in the use of firearms. Ability in the use of digital photography equipment. Ability in the use of a computer and associated Microsoft software programs and use of the internet. Incentives Position qualifies for a 3.3% certification incentive for attaining Georgia Association of Code Enforcement Level I Certificate. Position qualifies for a 3.3% certification incentive for attaining Georgia Association of Code Enforcement Level II Certificate. Position qualifies for a 3.3% certification incentive for attaining Georgia Association of Code Enforcement Level III Certificate. This class specification should not be interpreted as all inclusive.
